National Transformation Plan
Digital M&E System
A proposed, government-grade digital platform to support MoPIED in tracking, validating, and reporting progress across national programs and projects (2025–2029).
Why This Matters
Current challenges in national reporting necessitate a secure, scalable, and standards-aligned digital transition.
Data Fragmentation
Reporting systems are currently fragmented, requiring manual consolidation that slows down national decision-making.
High Reporting Burden
Ministries face significant time burdens producing manual reports, reducing time available for program execution.
Auditability Gaps
Manual processes lack consistent digital audit trails, making validation and historical tracking difficult.
Timeliness
Delay in data consolidation often means national overviews are outdated by the time they are presented.
This proposal outlines how these challenges can be addressed through a unified digital system.
Proposed System Capabilities
A unified platform designed to enable real-time tracking from national pillars down to individual project indicators.
National Overview Dashboard
A high-level view for MoPIED leadership aggregating performance across all Strategic Pillars and Ministries.
Strategic Pillar Monitoring
Dedicated views for monitoring progress against the NTP Strategic Pillars, ensuring alignment with national goals.
Project & Indicator Tracking
Granular tracking of specific projects and quantitative indicators (KPIs) with baseline and target comparisons.
Validation Workflows
Automated workflows where line ministries submit data and MoPIED M&E units validate before publication.
Digital Audit Trails
Full history of data changes, ensuring accountability and transparency in the reporting process.
Role-Based Access
Strict access controls separating Data Entry, validation, and Read-Only Dashboard access.

Governance Alignment
The proposed system is architected to strictly adhere to public sector governance standards and the specific M&E requirements of the NTP 2025–2029.
- ▪ Results-Based Management (RBM): The data model is built around RBM principles, linking inputs and activities directly to outputs and outcomes.
- ▪ Institutional Neutrality: The system acts as a neutral platform for data aggregation, respecting the mandate of each ministry.
- ▪ Data Ownership: Ministries retain full ownership of their data, with MoPIED acting as the central validator and aggregator.
System Safeguards
No Public Access (Default)
The system is designed as an internal government tool. Public-facing data is released only via approved reports.
Controlled Data Updates
Data entry is restricted to authorized focal points within ministries, preventing unauthorized changes.
Audit & Validation
Every submission undergoes a multi-step validation workflow before becoming part of the national record.
Why Sahan Insights
Sahan Insights brings context-aware digital and data expertise relevant to public-sector transformation.
Public-Sector & Development Context Awareness
Experience working with government institutions, development partners, and data-constrained environments.
Results-Based & M&E-Aligned Design
Systems designed around RBM, indicators, auditability, and reporting discipline—not generic dashboards.
Practical, Low-Risk Technology Approach
Focus on simple, secure, scalable solutions that prioritize institutional approval and sustainability.
Data, Analytics & Automation Expertise
Strong grounding in data systems, dashboards, and workflow automation applied to real operational needs.
Exploration Before Implementation
Inspired by Sahan (exploration), emphasizing understanding processes and constraints before building solutions.
This proposal is exploratory in nature and intended to support institutional discussion and decision-making.
Technology & Infrastructure
Secure & Static
Frontend-first architecture with pre-rendered content for maximum security and performance. Immunity to common database attacks.
Cloudflare Hosted
Deployed on global edge network ensuring high availability, DDoS protection, and instant loading times within Somalia.
Modular Design
Built to scale. New modules (e.g., Finance integration, GIS mapping) can be added without disrupting the core reporting engine.
Phased Implementation Strategy
Proof of Concept
Demonstration with static data to validate the data model and reporting templates with key MoPIED technical staff.
Pilot Deployment
Live trial with 2-3 selected ministries including real user training and data entry validation cycles.
National Rollout
Full onboarding of all remaining MDAs (Ministries, Departments, Agencies) and public dashboard launch.
The system scales only with explicit institutional approval at each gate.
